美国金融危机的背后，是美国价值观的局限。
大家都知道美国人是不储蓄的，他们的高消费建立在向未来借钱的基础上；未来的钱不够用，向世界借；向世界借来的钱仍然不够用，再向世界的未来借。。。当然，“借”只是一种表达方式，美国有足够的工具和手段用各种方式向未来、向世界、向世界的未来拿到足够多的钱，因此，不管是美国家庭还是美国政府，他们都不怕负债，不怕别人想想都吓得要死的巨额赤字。
美国人为什么敢向未来借钱？因为他们对未来有足够的信心；世界为什么愿意把今天和明天的钱借给美国？因为世界认为美国足够强大，而且如果不出意外的话，这种强大会长期持续下去。
意外的发生，是从美国的价值观由盛转衰开始的。美国企业价值观的核心，是股东利益最大化。既然是“最大化”，必要时就可能忽略甚至伤害其他利益相关者的利益。这种价值观延伸到国家界面，就是美国总统宣誓就职时常说的那句话：上帝保佑美国，国家利益高于一切。当美国处于雄心勃勃的上升期，而且它的上升与利益相关者的利益冲突不大的时候，“国家利益高于一切”是没有问题的。但是，当你们家已经是“老大”，这个世界的基本秩序和游戏规则主要是你们家主导制定，这种秩序和规则的主要受益方也主要是你们家的时候，如果你仍然死死抱住“自己家的利益最大化”不放，甚至为了你们家一时一地的利益既可以“先发制人”地施展暴力，又可以随心所欲地破坏那些一度使你们家的利益最大化、今天又与世界的共同利益相一致的游戏规则，这个世界还有谁敢信任你？如果没有人敢信任你了，你那个一开始主要靠实力、后来主要靠信任支撑起来的倒金字塔大厦岂有不崩塌的道理？
回头看，“9﹒11”以后美国如果认真反思一下，本来是有机会突破自己的价值观局限、让自己“一柱擎天”的局面多延续一段时间的，事实是它红着眼睛走上了一条相反的道路——通过伊拉克战争等行为迅速把自己变成了孤家寡人，不但制造了更多的敌人和更大的不安全感，而且失去了远亲近邻的信任，一再重挫了国内的信心。
早在美国发动伊拉克战争之前的2003年初，我就曾在一篇题为《给布什总统提个醒》(见附文)的文章中提到：“谁都可以搞‘单边主义’，只有‘老大’不可。因为‘老大’的利益最大化只能从‘多边’乃至人类整体利益的最大化中实现。以此观之，布什总统执政以来诸多貌似巩固美国既有的‘老大’地位、貌似捍卫美国国家利益的政策和行为，其实际效果就颇为可疑了。”
价值理性自毁根基后，被贪婪武装起来的华尔街工具理性依然按照固有逻辑发足狂奔，发生金融海啸、重创实体经济就是难免的了。虽然美国救市有力，全球施以援手，或可减缓其巨大的杀伤力，但若要治本，意欲挽狂澜于既倒，则必须从重新检视其自以为是的价值观开始。
站在价值观的高度俯视这次波及全球的金融海啸，我们很容易做出这样的判断：今天的华尔街危机只是一个标志，是美国梦带给人类的黄金年代伤感落幕的标志，是美国威风凛凛追求单极思维统治世界终告破产的标志。我们现在唯一能抱的期望，就是如果奥巴马如愿登上总统宝座，能够通过正确领导美国实现这个世界由单极向多极的平稳过渡,并有效减轻经济伤痛，重拾道义信心，降低未来的不确定性。 人类经常因为眼前物质世界的危机或诱惑而忽略心灵和生命的真正意义，岂不知正是这种忽略才导致了眼前所不愿意看到的一切。
谁能让我们看得更远一些？

　　这个世界真的变了。
　　不管美国怎样看待中国，中国现在是真心希望美国好，希望美国不要出现什么太大的不好的事。这不仅仅是因为中国改革开放以来两国的价值观在沟通、碰撞、交流的过程中迅速地拉近，并在某些方面出现了取长补短、相互融合的趋势，更为直接的是，两国之间的经济交往乃至经济依赖越来越强、也越来越深了。
　　不管人们愿意不愿意，都不得不正视这样一个现实：美国不景气，就会连累全世界的景气指数；美国不安全，就会影响全世界的安全系数。因此，美国领导人相对于其他国家的领导人，就客观地承担着对这个世界更大的责任和义务，谁让你是老大呢！在美国的对伊战争似乎已经变得不可避免，全世界都在猜测、担心着这场即将爆发的战争可能给美国、给世界、给自己带来的种种可能时，我出于一个中国媒体人的责任感，在这里给布什总统三点提醒：
　　第一，老大一定要有老大的风范。无论是在人类还是动物世界，组织里的“老大”无疑会由最有力量的成员担当，当然智慧也是一种力量，这在人类体现得会更明显一些。但是，最有力量、最强大绝不是成为“老大”，尤其是成为被尊重、被爱戴的“老大”的惟一条件。被尊重、被爱戴的“老大”一定有更好的德行与操守，有更大的爱心和责任感，有更强的为每个成员提供安全与庇护的能力。他的大腿也许比别人粗，但不是用来欺凌弱小的；他的拳头也许比别人硬，但不是用来多吃多占的。“老大”因为“块头大”、消耗多，适当多吃多占些大家也未必不能理解，但这种适当的多吃多占一定是在制订一个大家都能认可的游戏规则，并让这个规则有序运行的前提下实现的。一个对制订和捍卫游戏规则负有首要责任的“老大”，如果总是从一己之利出发，要么在制订规则时丝毫不考虑其他成员的利益，要么为了自己利益的最大化动辄打破大家都遵守的既有规则，那就说明他根本就不配做这个“老大”，或者决意放弃自己的“老大”地位和资格。从这个意义上说，谁都可以奉行“单边主义”政策，只有“老大”是不可以的，因为“老大”利益的最大化只能从“多边”乃至人类整体利益的最大化中实现。以此观之，布什总统执政以来诸多貌似巩固美国既有的“老大”地位、貌似捍卫美国国家利益的政策和行为，其实际效果就颇为可疑了。
　　第二，不要用纯粹的生意观左右战争观。人们通常认为美国有把战争当生意做的传统，事实上它也先后成为第一、第二次世界大战中最大的赢家。12年前的海湾战争美国也是名利双收的，它在有效获得世界认可的情况下体面地做了一件让大家觉得“老大”应该做的事情。这次为什么不行了呢？为什么在全世界引起那么强烈的反对和反感呢？主要的原因可能还是出师无名或者是名不副实。这个世界也许无法阻止一个最强大的国家把一场战争当石油生意来做，但战争和生意显然有着非常不同的价值观。如果代表这个强大国家的人一定要用生意观来左右人类21世纪的道德观和战争观，那就等于他用血腥的手段迫使人类文明后退，就等于他想通过自己的行为告诉全世界：美国曾经倡导的一切高于生意之上的人类价值追求都是骗人的、虚幻的，现在是撕下遮羞布露出本来面目的时候了！写到这里我不禁在想，美国人民选举布什先生做总统，真的是授权让他这样代表他们的吗？
　　第三，不要把“死老虎”变成“活老虎”。现在，全世界都把这场看似非打不可的战争看容易、看简单了。从实用主义角度出发，不管这场仗该不该打，如果真的是非打不可的话，多数人、多数国家都希望打得简单明快些，迅速结束战斗并有一个好的结果。其实不然。从战争本身看，萨达姆与上次比最大的不同是他没有退路了。他当然想避免战争，哪怕是半死不活的“笼中虎”，他也希望能安享余生。但既然别无选择，战争一旦爆发，萨达姆只要没有立即被消灭，就必然迅速被激活，以各种各样的方式释放其最后的因而也将是可怕的能量。从战争之外看，因为美国没有能够为这场战争找到道义上足够的理解和支持，那么战争的爆发就会使它在全世界不得不面对日益强烈的指责，更可怕的，不得不面对阿拉伯世界日益强烈的敌视甚至报复。把战争内外这两个视角所得到的结论融合起来，无论战争结果如何，哪怕是美国在伊拉克这个战场上果然速胜，后面的麻烦事少得了吗？美国经济当真会因此变得更安全，美国的美国人、全世界的美国人当真会变得更安全吗？更不要说战争可能诱发的美国本土新的重大恐怖事件的发生及其引发的连锁反应了。那也许会导致整个人类的灾难。
　　有鉴于此，我诚挚地提醒布什总统，为了美国人民的利益和安全，为了全世界人民的利益和安全，哪怕自己丢点面子，也不要发动这场战争吧！如果布什总统真的想好了一定要发动这场战争，就请布什总统和美国人民做好准备理性地面对这场战争可能带来的一切后果吧。
　　不知布什总统和美国人民怎么想，我是很在意自由女神在经历人类一系列重大事件中形成的在全世界人民心目中的形象的。

中新社北京九月十五日电(记者 王祖敏)残奥会接近尾声，中国代表团却迎来夺金高潮，日进十七金，金牌总数已经达到八十枚，远远超过雅典残奥会的六十三金，领先在金牌榜上排名第二的英国队(四十一金)几乎一倍。
游泳比赛今日收官，中国游泳队也以出色的表现为本届残奥会画上圆满句号，三枚金牌的成绩均创造了新的世界纪录：男子五十米仰泳S3级(杜剑平)、男子五十米自由泳S6(许庆)、男子四乘五十米混合泳接力(中国队)。在男子四乘一百米混合泳接力中，中国队虽然获得银牌，但仍与金牌得主澳大利亚队一样打破世界纪录。
在游泳项目的一百四十枚金牌中，中国队共获十三金。水立方也延续了北京奥运会时的“魔力”，共诞生了八十七项新的世界纪录，并产生了本届残奥会至今的“金牌王”和“奖牌王”——参加了北京奥运会的南非名将娜塔莉和澳大利亚的马修均获得五枚金牌，巴西的丹尼尔则获得九枚奖牌。
田径 赛场，中国选手夺金势头不减，再收六金：女子铁饼F42-46级(王君、杨月、郑宝珠包揽金银铜牌)、女子二百米T53(黄丽莎，打破世界纪录)、男子跳远F11级(李端)、男子八百米T53级(李虎召，打破世界纪录)、一千五百米T11级(张振)、女子八百米T53(周洪转)。
至此，中国田径队已经收获三十三枚金牌。
在男子二百米T36级决赛中，苏桦伟以打破世界纪录的成绩为中国香港队获得第三枚金牌。
获得八个单项金牌的中国乒乓球队，在今日开展的团体决赛中包揽了F6-10级和F1-3级两个女子团体冠军。
中国剑客和中国力士的“包揽”则更为彻底，分别囊括了今日的全部三枚和两枚金牌：男子个人重剑A级(田建全、张蕾分获金银牌)、男子个人重剑B级(胡道亮)、女子个人重剑A级(张春翠)；男子举重八十二点五公斤级(张海东)、九十公斤级(蔡慧超)。
和奥运赛场一样，残奥会的射箭项目也是韩国队的强项，但今日韩国射箭队却受到东道主强有力的挑战。在女子团体反曲弓公开级决赛中，中国队战胜韩国队，收获金牌，并打破了世界纪录。在男子团体反曲弓公开级决赛中，中国男队仅以三环之差不敌韩国队，屈居亚军。

佩林称俄若进攻格鲁吉亚美国将开战

美国共和党副总统候选人莎拉·佩林11日亮相美国广播公司访谈节目，首次谈及被外界视为她经验“弱项”的外交政策，展露“强硬”作风。这是她自上个月成为约翰·麦凯恩竞选搭档以来首次接受媒体专访。

当被问及是否准备好出任副总统，且在现年72岁的麦凯恩发生意外时肩负起总统职责，佩林回答：“是的……如果我们能有幸当选并为这个国家服务，我们将做好准备。我已准备好。”
面对关于国家安全和外交政策的提问，佩林给出强硬回答。她说，北大西洋公约组织应该接纳格鲁吉亚和乌克兰。当主持人问，如果格鲁吉亚加入北约、俄罗斯进攻格鲁吉亚或其他北约成员国，美国是否会向俄罗斯开战?佩林回答：“也许会。我的意思是，如果你成为北约盟国，当另一个国家遭受攻击时，根据协议你应该给予帮助。”

四川巴中开往宁波客车坠崖 已致51人死亡

今日下午14时左右，由巴中开往宁波的一辆车牌号为Y08668的客车在南江县陈家山坠崖。目前已造成51人死亡。巴中军分区已派出200余名民兵前往现场展开救援。
客车在坠入100多米深的山崖后发生燃烧，当地村民称听到了爆炸声，并目击到浓烟。
参与救援的巴中军分区有关人士称，目前死亡人数已达到51人，现场尚未找到幸存者。具体的车上人员数量正在进一步核实中。(四川在线 张流 本网记者 杨华丽)

浙5000余船只回港避风 海事部门启动Ⅱ级警报

新华网杭州9月13日电（记者 张道生）从9月13日13时开始，浙江海事局启动了Ⅱ级防台警报，积极防御“森拉克”台风。截至记者发稿时，已有5421艘船舶进入浙江省各港口避风。

浙江省气象台15时30分发布的监测数据显示，13号强台风“森拉克”14时的中心位置在距离台北市东南方向约113公里的洋面上，目前正以每小时5至10公里的速度向西北方向移动，预计强台风中心将继续向西北方向移动，逐渐向台湾北部沿海靠近。受“森拉克”影响，浙南沿海目前已出现了9级风力。
浙江省防汛抗旱指挥部副指挥、副省长茅临生在9月12日晚间召开的防台视频会议上说，沿海地区领导干部中秋期间取消休假，集中精力投入防台风工作。
为做好海上防台工作，浙江海事局按有关规定，及时启动了Ⅱ级防台警报，要求各级海事机构合理安排人员，充实、增加一线力量，利用有限时间，抓紧做好相关船舶处置工作；严格控制船舶签证，适时提前实施在港船舶停止作业；通过当地政府及早控制、撤离海岛游客，预先发布客运船舶停航信息，并根据船舶抗风等级和辖区风力增强情况适时、逐条关闭客运航线。
截至9月13日16时记者发稿时，在浙江辖区停港避风的船舶已达5421艘，其中客船222艘、施工作业船舶158艘、无动力船舶167艘、危险品船舶145艘、其他船舶4729艘。海事部门累计出动执法人员530人次、应急待命人员768人、海事舰艇88艘次、执法车134台次，发布航行安全信息12164条。

神舟七号着陆后将采用直升机搜救

在“神七”做好出发准备的同时，“神七”的医疗保障也做好了准备。“神七”返回舱内蒙古主着陆场医疗救护队队长、解放军第306医院的邹德威院长昨天在接受采访时表示，“神七”与“神六”“神五”不同，主着陆场的搜救及医疗保障将依靠直升机，而不再采用地面搜救。

医疗队提前赴内蒙古练兵
“神五”、“神六”时期，解放军306医院一直担任着中国载人航天主着陆场的航天员医疗救护任务。8月29日，306医院执行“神七”任务的专家医疗队奔赴内蒙古四子王旗。目前，这支由16位顶尖专家组成的医疗救护队，正在主着陆场附近进行医疗救护演练。
这些专家分别来自于该医院骨科、神经外科、特种病科、麻醉手术等科室。他们都是相关领域的顶尖专家，且大都参与了“神五”和“神六”时的主着陆场医疗救护任务，其中部分专家还在邹院长的带领下，参加了汶川地震抗震救灾工作。
空中救援采用直升机群
“神七”主着陆场的医疗救护与“神五”、“神六”最大的不同，就是将采取以直升机群组成的空中搜救平台为主，而不再使用地面平台。
据邹院长介绍，这次“神七”在内蒙古四子王旗附近的主着陆场，是一个以理论着陆点为中心，长100多公里，宽80多公里的经纬度坐标范围。如果采用地面车辆搜救，速度会比较慢，所以此次“神七”的搜救任务，将主要由直升机来完成。
航天员乘飞船着陆时最可能出现的伤病，包括冲击、碰撞、高温、燃烧等各种物理性损伤、气体中毒、减压病等，都必须立即进行止血、包扎、固定等医疗救护。为此，医疗队专门制定了详细的施救方案。“目前无论是医疗人员、还是救护药品，都要比‘神六’时期更丰富、更先进。”邹院长说。
幕后揭秘
美国想引进中国“神舟”
韩国《中央日报》12日援引美国宇航局周刊的报道称，美国宇航局希望能引入中国的宇宙技术并将其用于宇宙飞船的发射。

客观地说，股指的持续下跌，市场已不堪重负。前几年的大熊市，历经4年其跌幅达到56%，而今年短短的9个月时间，截至到9月9日，跌幅已经高达59.81%。如果从去年10月份的高点算起，则不到一年的时间，股指暴跌65.47%。因此，无论是股指跌幅的惨烈程度，还是对市场的杀伤力，此次的暴跌毫无疑问都是A股历史上罕见的。
规范大小非的减持与降低印花税政策，犹如一场游戏一场梦，仅仅掀起小小的波澜，过后的大幅下跌表明，纠偏式的救市达不到任何的目的。《人民日报》、新华社的文章力挺，以及来自发改委、国资委的维稳，更多地被解读为“只听雷声响，不见雨点来”。当然，没有丝毫举措的空谈，已经吸引不了投资者的入市热情。毕竟，如今的股市早就不是“给点阳光就灿烂”的市场了。
其实，这不是市场没有作出反应，而是投资者逐渐走向成熟的表现。经历了十几年的风风雨雨，经历过太多的涨涨跌跌与起起落落，言论维稳的时代一去不复返，从中亦折射出市场的一大进步。
当持续的下跌成为市场的主旋律，当来自主流媒体的力挺也不能发酵，也该是监管层出台切实可行的措施救市的时候了。退一步讲，如果在奥运之前，真正的救市措施能够出台，或许“牛熊分界线”2245点就不会轻而易举地被洞穿；同样，投资者的信心或许不至于低迷到目前的程度；而基金经理或许也不会发出“崩盘”的感叹了。
但这一切还是发生了，在不知不觉中。市场感到无奈，投资者感到无助，监管似乎也感到了无力。但在目前的特殊时期，救市绝非是什么伪命题，相反却是股市的真切需要。任何以“市场化”的名义来搪塞救市的想法，本质上都是不救市的“翻版”。
事实上，休说是处于“新兴加转轨”阶段的A股市场在特殊时期需要救市，即使是成熟市场的美国股市，不也是同样常常高举着“政策”的大旗，常常以“有形之手”干预市场吗？9月7日，美国财长保尔森最终宣布，政府接管美国最大的两家抵押贷款机构——房利美和房地美。其救市的步伐再次迈开，本周一，道琼斯大涨239点。在股指大涨的背后，其实体现出其投资者入市信心的恢复。
不仅仅是美国股市，全球多个资本市场都在纷纷行动。如越南政府的救市无所不用，涨跌幅限制、进口限制、物价控制、舆论影响等鱼贯而出；巴基斯坦政府救市更是出“怪招”，以扩大涨停板与缩小跌停板幅度的方式，只准涨不准跌；欧洲多个国家则以注资的方式，来应对次债危机的影响。偏偏只有今年全球表现最差的A股市场，仍然陷在以治市来救市的泥潭中不能自拔。
日前，前中国证监会主席周正庆就认为，在新兴市场的发展过程中，政府往往同时扮演市场监管者和推动者的双重角色，针对市场发展中出现的各种问题，从实际出发，出台相应的政策措施是必要的，也是政府的职责所在。诚哉斯言！监管层救市是其职责，不救市并不意味着A股实现了“市场化”，也不意味着能够脱离“政策市”的桎梏。
拯救股市，监管层该出手时就出手，已经到了刻不容缓的时候了。

“国球”乒乓再次扬威残奥会赛场。中国队获得十日五枚女子单打金牌中的四枚：F1-2级(刘静)、F3级(李倩)、F4级(周影)、F5级(任桂香)。
但正是在中国军团最为辉煌的乒乓球赛场，也爆出本届残奥会的一大冷门：蝉联五届残奥会单打和团体冠军的“乒乓皇后”张小玲在女子单打F8级半决赛中不敌瑞典选手，不仅给中国乒乓球队留下未能包揽今日金牌的遗憾，也使自己奥运单打六连冠的梦想破灭。
“水立方”也见证了名将落马之憾。在上午进行的男子一百米仰泳S8级预赛中，被认为最有可能追平菲尔普斯创造的单届奥运八金纪录的中国“独臂泳王”王晓福被取消资格，无缘决赛。在本届残奥会上，王晓福有九个参赛项目，但如今，王晓福已经无缘一百米蝶泳和一百米仰泳金牌，已经无法追赶菲尔普斯。
虽然中国游泳已经两日无金，但田径 赛场的“中国秀”却仍在延续：在男子标枪F11/12级决赛中，朱鹏凯以一千一百一十四分夺冠，并且打破世界纪录(选手的最后得分由比赛成绩乘以伤残的级别获得)。在男子四百米T54级决赛中，张立新同样以打破世界纪录的成绩获得金牌。继九日获得女子铁饼冠军后，吴晴又将女子标枪F35-38级金牌收入囊中。
至此，中国田径队已经获得十一枚金牌，成为“鸟巢”的最大赢家。
四十六岁的吴国境获得男子举重五十二公斤级冠军，助中国举重男队收获了本届奥运会上的首枚金牌。
八朝元老、八届夺金的瑞典老将雅各布松还在续写他的“枪神神话”，十日又在男子步枪三姿的比赛中以两破世界纪录的成绩夺冠，使得他的残奥会金牌增加到十五枚，奖牌数达到二十八枚。

　　环球时报特约记者王斯报道 9月9日，在朝鲜首都平壤当天举行了隆重的阅兵仪式。据法新社报道，朝鲜最高领导人金正日没有现身。
　　朝鲜庆祝建国60周年　　日本共同社也从现场报道称，9日朝鲜迎来了建国60周年国庆日。首都平壤举行了阅兵仪式及市民庆祝游行，能容纳10万人的金日成广场人山人海。报道称，当地时间下午5时起，在首都平壤的金日成广场举行了由约8000名民兵组成的阅兵仪式。阅兵仪式上没有出现朝鲜人民军以及导弹、坦克等正规战斗武器，身为朝鲜最高领导人的金正日没有出席。
　　报道称，阅兵仪式上出动了炮兵团、地对空导弹发射器以及枪支等武器。朝鲜国防委员会副委员长金永春次帅等军队领导在指挥台观看了长达约30分钟的仪式。阅兵仪式后，10万名平壤市民举行了盛装游行，大学生等进行了火把演出。
　　共同社说，在1998年建国50周年和2003年55周年的庆典上，金正日总书记曾检阅了由正规军组成的阅兵仪式。

　　据韩国《中央日报》报道，一位韩国政府消息灵通人士说：“就目前的准备情况来看，在人员与设备方面可以称得上是有史以来最大规模的阅兵仪式。”报道还说，庆典当日与阅兵仪式共同进行的还有由大多数平壤市民一起参与的群众集会。
　　据通晓朝鲜内部情况的有关人士说：“为了此次庆典，朝鲜很早便开始准备有大约100万名学生和工人等平壤市民参加的大规模的群众集会，他们从7月初便开始顶着三伏天每天都练习到晚上11点以后。”他还说，“庆典当日白天是阅兵仪式，晚上则是由学生和工人参加的篝火集会，纪念活动将持续一整天。”
　　环球时报驻朝鲜特派记者周之然介绍说，目前平壤街头到处都挂满了各种国庆的标语和彩旗，男性都身着西服、领带，女性则穿着朝鲜传统的民族服饰，节日气氛非常浓厚。此外，记者还被告知，外国驻平壤记者将在平壤时间9日下午4点半(北京时间下午3点半)集合，参观朝鲜建国60周年国庆大阅兵。

油价逼近100美元 成品油是否调价机构观点不一

　　瑞士信贷前天发布的一份报告称，原油期货价格跌破100美元/桶后，中国政府可能会向下调整成品油价格。
　　前日中国石化A股下跌7.59%，中国石油A股下跌4.86%。两公司的H股倒是双双上涨，涨幅分别达3.94%和3.43%。
　　目前，纽约期交所WTI原油价格约为106美元/桶。瑞信报告称，若油价跌破每桶100美元，则中国政府可能在适当的时候调低国内燃料价格，或增加征税。报告认为，增加征税的原因，是中国现行的成品油零售产品税率，较全球市场要低。
　　瑞信一位知情人士表示，瑞信的这份报告是一种猜测，而不是获得了某种相关信息。而猜测政府下调成品油价格的一个因素是，届时如果不调零售价，国内价格可能会高于国际市场零售均价。
　　该报告还提到，若油价跌到100美元以下，中国石化就拥有了获得超额利润的机会，但因为有可能推出一些政策，所以中国石化获利的机会又较小。
　　广发证券石化分析师曹新并不同意下调成品油价的观点。他认为，如国际油价位于100美元附近的话，短期内政府不会下调油价，“因为该价格处于合理范围之内”。曹新说，油价走低将导致石化产业景气度不断下降，2009年将是石化行业的景气低点。
　　国金证券研究员刘波也表示，即便国际油价到了100美元附近，国内下调成品油价格的可能性也不大。据他统计，近日新加坡汽油的进口完税价格相当于人民币8100元/吨，已经低于我国上海地区的93号汽油零售价格(约为8300元/吨)，“国内汽油价格虽然高于海外，但在柴油价格上，中国仍然与海外有800元/吨的差距。这些数字说明，国内油企的炼油业务仍然处于亏损”。
　　据中石化透露，其炼油业务盈亏平衡点在国际油价95～100美元左右；有分析师认为，中石油的盈利点在国际油价100～110美元附近。
　　事实上，国内有机构预测，如果国际油价维持在目前水平，中国将可能上调成品油价格。中金公司研究员张金涛就表示，中国的成品油价格应该上调，其预测是奥运会以后会上调一次，幅度在10%左右。
　　同时，我国炼油公司因亏损会继续获得国家补贴。中国石化董事长苏树林在8月底透露，国家将在第三季度继续对加工进口原油亏损给予补贴。所以，国内成品油价格下调的猜测，更多应停留在一种想象上。
　　而对于国际油价近段时间来的持续下跌，多家内地分析机构都有所预料。但下跌将延续到何时、到何种位置，机构却缺乏预计。招商证券研究员裘孝峰认为，跌破100美元乃至维持更低价格的可能性不大。(据《第一财经日报》)

我生命中的第一个一万块钱，不是我的，而是一个陌生的日本女人的。这个陌生的日本女人和我没有任何关系，但由于某种神秘的原因，她带着那至今也不属于我的一万块钱，走进了我的回忆。 但这个不属于我的一万块钱，却深刻地影响了我的人生发展，事隔这么多年，我依然无法忘记它给我的思想带来的冲击和启迪。 那是20年前的一个春天，大约是1987年4、5月份，我为出国，去北京王府井那儿的中国银行分理处，去换国家允许我带出国的50美元！当年出国的人，估计都去过那个地方，那里好像是北京唯一指定换出国外汇的地方。 1987年，国家允许个人出国的换汇指标，50美元。精神文明丰富的中国物质文明之贫穷，由此可见一斑。 就是在那个窗口等待之时，我看见了我生命中的第一个一万块钱！一个日本女人，手上拿着那一叠钞票，在等着存银行。而且，那叠人民币，还不是一般的人民币，而是人民币外汇券。 人民币外汇券是80年代一种特殊的货币，只有外国人可以使用。比例大概是人民币的1：5倍，换言之，那个日本女人手上拿着的，不止一万人民币，而是一万五千人民币。 当时的我，几乎什么也没有想，只是默默地看着，没有感觉。这么多钱，我过去从来没有见过，从来没有想过。当时的我在北大工作，虽然谈笑有鸿儒，往来无白丁，精神生活确实丰富，但经济上却非常拮据。诗曰：六人一间房，幽会要清场，月薪近一百，食油配八两。 在这样的物质环境下，我居然不感到穷，更没有任何改变这种贫穷的什么具体愿望和想法！当时我甚至觉得，安贫乐道，君子固穷，那是一种美德。后来在国外听到崔健那首“一块红布”，我才好像悟一些什么…… “那天是你用一块红布，蒙住我双眼也蒙住了天，你问我看见了什么，我说我看见了幸福，这个感觉真让我舒服，它让我忘掉我没地儿住……” 当时我在国外，已经“有地儿住”了，但我依然为那被歌声唤醒的过去生活而感到震撼和悲愤！……原来那块红布的作用，是让人忘记没地儿住，而且还让人在“一无所有”的情况下依然感到幸福！ 出国前，那一块红布也遮了我三十年，让我浑浑噩噩但却“幸福”地生活了那么久，直到在国内终于感到实在无法混下去了，才想到要出国寻找幸福并至少知道了什么是幸福！ 然而，即使就在那块遮天蔽日的红布笼罩下，我眼睛的余光还是看见了眼前这个日本女人手上那一万元人民币外汇券。它在我心中引起了如此深层的爆炸，以至于我在离开那里好多天之后，才感到那一万人民币对我的冲击波的力量，这个冲击波的力量，可以说一直到今天还在蔓延！ 那一万人民币外汇券对我到底产生了什么冲击？ 我记得我回来告诉我身边的朋友，今天在中国银行看见了一万人民币外汇券。然后，我给他们算账，我在北大月薪100，如果要凑到那么多钱的话，需要不吃不喝150月，12年半，才能达到这个数字。当时我已经三十岁，也就是说，根据我当时的收入状况，我要挣钱挣到42岁，才能挣到此时此刻这个日本女人轻松捏在手上的那一堆彩纸！ 从来没有为金钱郁闷过的我，就在这个计算中，感到了一种前所未有的渺小，卑微、无奈和可笑！我未来12年的岁月，折合成国家给我的金钱，为什么只值这个女人手头捏着的那点纸钱？ TMD。即使今天我写这篇文章，我也依然不禁对三十岁以前的迷茫愤愤不平！我不仅不要面子，我TMD也不做徐老师了！徐老师也要养家活口！徐老师也爱钱！我为什么不爱钱？我为什么不能爱钱？我为什么不能大张旗鼓地说：我爱你祖国，以及钱！ 我生谁的气？我生我自己的气。我对当时的我自己怎么就不能让自己的老母、老婆，以及尚未出生但注定一出生就要找我哇哇要粮吃的徐超徐赶他们，也拥有那么一叠人民币外汇券！先把家庭的事情弄好，然后再去解决社会的问题——事实上，所有一切社会问题，只不过是个人和家庭的问题的集中反应而已——那么反过来，如果我们的教育能够教育自己的公民，努力把个人和家庭问题自己解决好，岂不就是帮助国家和政府解决了社会的重大问题？…… 个人责任与社会责任两不误，经济收获与精神财富双丰收……TMD，我当时怎么就没有明确确立那种目标，努力追求那种责任，拼命实现那种成就呢！ 我承认，我当时做不到，因为，那是一种积五千年文明养成的人格，它是一种需要费尽九牛二虎之力才能打扫干净的“奥斯亚吉的牛圈”。不经历脱胎换骨的精神折磨和摧残，无法扫尽。后来我出国奋斗的漫长过程和痛苦经历，证明了我现在的论断。 生于50年代、长在60年代、成熟在70年代、思想解放在80年代的我们，对于金钱财富物质市场的观念，是一种非常扭曲的观念。 拨乱反正，政策上的一切也许容易，但人心上的一切才是最难最难的。 邓小平带领中国人民走出金钱意识、财富意识和市场意识的沙漠， 犹如摩西带领犹太人走出法老暴政统治下的埃及，是一个民族的新生。 而邓小平带领中国人民走出金钱财富和市场的沙漠，却是一种潜移默化的心灵深处的精神大迁徙。它看不见，摸不着，关键就在你是否信它是否跟它，是否在实际行动中采纳和追求它。这是一个别人不知道，自己也不确信的过程，它是一种茫茫大海中看着北斗潜心夜航的信心远征！ 在茫茫大海上，柳传志走出来了，俞敏洪走出来了，张朝阳走出来了，无数人都走出来了…… 走在前面的人，可能成为了时代先锋、社会精英、成功典范，但留下不走的人——那些依然意识不到金钱机会、财富机会和发展机会的人，却非常可能沉浸在没有风险没有动荡没有困扰的环境中，慢慢没落，渐渐衰亡。在百舸争流、一日千里的时代面前，成为人群的沉舟，成为社会的弃儿，成为家庭的叹息…… 而我，深深庆幸自己没有落在社会后面，虽然我未必走在时代前面。也许生在江南小镇，没有京城关系的我，对于邓小平改革开放的政策有一种本能的拥护和认同，因为改革开放，改的就是机会不均等，放的就是机会被压抑。 但我总觉得，如果不是生活种种机缘巧合、一波三折的话，我很可能只会把邓小平改革开放理论当作一种思想学说，只会歌唱在口头，而不会落实在手上，使之真正成为我个人人生价值追求的一部分。 但是，在王府井附近看到这个日本女人手上一万元人民币兑换券，一举撤下了蒙在我眼睛上五千年文明腐朽丝线织造的红布，擦亮了我的眼睛。 诗曰：“黑夜给了我黑色的眼睛，我要用它来寻找美金。”从此，随着出国，我开始了从一个传统追求依附并期待从依附中得到物质保障的知识分子，向一个独立自由知识分子转变的伟大历程！

真是“人比人得死”

俺刚刚看见这麽条新闻：“一阵阵马达轰鸣声响彻天空，一辆辆绚丽的高级跑车在笔直的赛道跃跃欲试……昨（6）日下午2时30分，5辆顶级配置的法拉利、保时捷在成都国际汽车赛场金港湾赛道“火拼”。据了解，这些豪车的车主，全是成都本地的“80后”。这些超级玩家飙完车后，还有特卫专程护送。”这新闻中还说这些家伙每个人每个月的花费都在一万元以上。俺看完深有感触。中国人民是真正的富起来了。这些家伙的父母把他们的儿子们都培养成“超级玩家”。他们的事业和咱祖国的未来就靠他们来玩了。俺有个老同学也算是富人。有一回他在家里请客，俺见着了他那位宝贝女儿。说实在话，俺真不敢恭维。说不上有任何礼貌和修养。咱嘴上不说啥，心里就差把那老同学的爹妈的爹妈也骂了。她女儿声称来美国时要来咱家。俺心说你饶了俺吧，别来丢俺的面子。咱中国人民是顾面子的人民。看完这新闻让俺想起一件事来。有一天，公司老板召集开会训话，却把训话的地方定在了一家私人高尔夫俱乐部里。这俱乐部俺也是头回去，离着公司所在地有100多公里远。进了俱乐部的大门算起，以每小时35英里（约50多公里）的速度开车，要十来分钟才能到达开会的地点。这俱乐部的东家是谁？当然是俺们公司的老板了。不说那些高尔夫球场的建设和维护，以及地面上的各种设施，就那块地皮的价值也不会少于15000万现大洋。按说，这老板应该算是富人了。他要不是富人，那啥人才算是富人？难道说俺老汉是富人不成？假如这老板儿是咱中国人，大概他的儿子女儿们每人都有法拉利三四辆，每人每月发五七万现大洋还啥事儿都不用做。俺没说错吧？谁让咱中国人民是世界著名疼爱儿女的人民呢。老板的其他儿女俺不认识，据说都在外地工作。其中最小的女儿就在咱公司里干活儿，也是80后的。她也就是开一辆普普通通的甲壳虫而已。并没有见她开过啥拉风的玩意儿。每次公司里开小会，他女儿都是义务招待员。端茶送水笑容满面的。只要周末需要咱劳动人民加班加点，她小姑奶奶都会起个大早给咱劳动人民准备早点。这种80后的富家小姐不知道各位看官在咱中国见过没有。反正俺没见过。有一周末的晚上，有个同事来跟俺借一个潜水泵。俺问他要潜水泵干吗。他说刚才老板跟他打电话，问他有没有比较大个儿的潜水泵。老板女儿家地下室水管爆了，成了游泳池。老板正在女儿家帮忙排水，需要三五个潜水泵一齐上。俺觉得，这事儿轮到咱中国人同类级的老板，大概不会有人会亲自动手。因为丢不起那个面子。一个个都挺着个大肚子，也弯不下那个腰去。有啥父母就有啥子女，这也是俺老汉的普遍真理之一。

租房20年就“送”房 新招卖房藏不确定因素

“只要支付该小区建筑面积为87.5平方米的新房为期20年的房租25万元，开发商将送给他30年房屋租赁权，而这套房子就归朱先生所有了。”昨日，位于吴江经济开发区天誉花园的工作人员告诉市民朱先生。朱先生计算了一下，即使是以租代售，单价比同地段商品房低1600元，这让朱先生有些心动。
记者实地了解中，售楼人员介绍，以一套87.5平方米2室2厅的住房为例，朱先生先付20年租金计25万元，然后赠送30年租赁权，50年后该房屋就归朱先生所有。实际上相当于朱先生仅支付25万元就获得了50年期的房屋租赁权，并拥有该套房屋。这位售楼先生计算，25万平摊到50年，每月房租成本仅为416元，但目前小区的房屋多已租给附近的工厂，每月租金约为1320元。这样计算，房子拿到手，每月就有800-900元的纯租金收益。记者计算，如果朱先生现以25万元买入该房屋，相当于每平方米2857元，而在西侧3公里以内的楼盘销售价格在4500元左右。买该楼盘一个平方米可以少1600多元，87平方米少14万多元。当问及房产证和土地证时，这位销售人员表示：“我们是政府规划的一个项目，由于一幢一个产权，所以合同是出租的。但权益合同上写的很清楚！暂时不能办理两证，主要是签订合同来约定。”
记者在该小区了解后发现，该楼盘在规划、房屋套型、物业管理等方面与商品房看不出有什么区别。楼盘介绍的资料中显示，该楼盘土地性质属于集宿工业用地。目前一期已建成投入使用，主要规划集中式宿舍和公寓型宿舍，还有部分小套型公寓，二期规划为单元式公寓、单身公寓和小套型公寓。虽然小区规划为集宿区，项目的规划上还是按照商品房的居住要求设计，充分提高了小区的居住舒适度。这与一般的集宿区设计有所差别。总用地面积43162㎡，单身公寓38套，公寓式宿舍（普通住宅）120套。与普通商品房相比，其土地性质不是居住用地，而是工业用地。昨日吴江经济开发区规划建设局规划科工作人员证实，该小区用地是以工业用地集宿用房的用途来审批的。如果该楼盘改变土地用途肯定是违规的。吴江市房地产管理处朱主任介绍，从性质上看，该房屋属于开发区企业的配套用房，可以整体卖给企业用于员工居住，但是否允许一套一套地卖给市民，还需要进一步了解。
江苏义行律师事务所刘长伟律师认为，开发商的这种做法有三点值得商榷：一是时间。合同法规定，租赁合同超过20年无效，因此开发商将50年划分成20年和30年，20年为出租，30年为赠送，规避了合同法的规定，但30年赠送的权益难以得到保障。同时，开发商合同约定50年后房屋归承租方，这相当于现在预售或赠予50年后的房产，如果是预售应当获得预售许可证。工业用地土地使用年限为50年，赠予也不过是把50年后剩余土地使用权为“零”的房屋本身交给承租人。
二是土地性质。工业用地集宿项目不能简单地当做住宅用地。前者土地出让金很低，有的甚至相当于后者的十分之一。如果被相关部门认定为变更土地用途，要么被认定为非法，要么重新办理出让手续，补交出让金差价。土地使用权到期后可以延续，但几十年后如何延续有一定的变数。
三是没有产权转移，市民朱先生虽有房屋的租赁权，但房屋的产权仍归开发商所有，一旦开发商出现债务纠纷，这些房屋有可能被另行处置。刘长伟律师介绍，他最近就遇到一起将旅游商业用地变更为居住用地建别墅的案子。目前相关方面已将土地及土地上的建筑物同时收回，向开发商提供建筑成本补偿，开发商向业主退还购房款。如果开发商消失，业主有可能得不到退房款补偿。

等到事情真正发生了才想起补救,也许就来不及了。作为NBA球队的总经理,他们最擅长的就是未雨绸缪,而“将眼光放得更远一些”也是对一个出色经理人的基本要求。
圣安东尼奥马刺队肯定不喜欢这个夏天,他们失去了罗伯特·霍利、送走了布伦特·巴里,然后弄伤了曼努·吉诺比利,老迈的马刺眼睁睁看着其他西部好强各个锦上添花,自己却难猛虎添翼。他们不能坐以待毙,而是要积极的做出改变。
阿根廷妖刀对于马刺有多么重要相信不用在这里赘述,问题的关键在于,马刺是否会对这个伤病缠身的后卫下手:去年季后赛他就因伤影响状态,至此才让湖人兵不血刃的进入总决赛,而这个夏天“妖刀”又不顾管理层和主教练波波维奇的劝诫,最终带上参加奥运会,结果不得不面临手术的窘境。

在失去曼努之后,马刺需要一个人填补得分后卫的位置,也许卢瑟·海德会被马刺作为交易甜头,后者下赛季工资200万美元,总和基本满足了工资匹配。
个人的观点是如果吉诺比利恢复健康,这绝对是对火箭有利的买卖,“妖刀”是左手版本的科比,如果你这么想的话,交易就不会犹豫了。

北京时间9月9日,北京残奥会田径比赛展开第二个比赛日的争夺,今天在国家体育场进行的男子4x100米接力T53/T54级别的比赛中,中国队以49秒90获得冠军。
今天中国队被安排到了第5道,四棒选手分别是纵凯、赵骥、张立新和李虎召,在比赛开始后,中国队就迅速取得领先优势,在交接环节上也表现的很完美,最终中国队以49秒90领先第二名2秒多的绝对优势获得冠军,中国队曾在首轮的比赛中以49秒89的成绩打破世界纪录。
银牌被前世界纪录保持者泰国队获得,泰国队派出的四棒选手分别是素帕猜·圭索、赛冲·功曾、巴越·沃霍伦和比切·功革,最终他们以51秒93获得银牌。

今日沪综指开于2210.34点，最高2220.55点，最低2135.38点，收于2143.42点，下跌59.03点，跌幅2.68%，成交额276.69亿元；深成指开盘7278.67点，最高7302.80点，最低6980.92点，收于7004.00点，下跌260.20点，跌幅3.58%，成交额123.57亿元。
【盘面观察】
如果说今日市场用单边下跌来形容，还算是轻的，从涨跌幅上来看，也不算过份，历史上有大跌9%的惨景，应该说比今日都惨，那为何所有场内参与者却都觉得这个市场比那时更可怕呢？因为股指在变，市场在变，时间不同，人心也不同了。市场低点不断刷新，21月新低在望，沪指正向2000点走动。收盘时走红个股不足百只。
盘面来看，无一板块走红，走势最好的还是金融股，正如早盘和讯网报导的一致，美国“两市”被政府接管后，一定程度上刺激了金融股的走势，影射作用，中国金融股，特别是发放贷款较多的商行银行股走势相对较强，象中国银行(601988)，工商银行(601398)，建设银行(601939)等国有控股银行没有参与到市场的杀跌盘中。太平洋(601099)一直处于金融股的领涨地位。
“神七”升天一度刺激航天航空板块的崛起，早盘开盘一瞬间，成为全场领涨的板块，哈飞股份(600038)，中国卫星(600118)，航天长峰(600855)等走势相对较好，但随着大盘的走低，也逐渐加入走低行列，象贵航股份(600523)，成发科技(600391)，洪都航空(600316)等个股午后下跌较惨重。
房地产股在后半场的走势中，逼股指不断创出新低，上实发展(600748)，万通地产(600246)，绵世股份(000609)，光华控股(000546)，中天城投(000540)等处于跌停位置，万科午后呈现抵抗状态，仍下跌接近6%，让整个权重股板块无力回力。
农业股走势不佳，在近段时间内成为不争的事情，早盘北大荒(600598)，吉林森工(600189)，福成五丰(600965)，通威股份(600438)，隆平高科(000998)直接站在跌停板上，只有绿大地(002200)，大江股份，冠农股份(600251)走红，这样群体性的走低行情，根本刺激不起市场参与热情。
【机构看后市】
上海新兰德认为，美国政府出手拯救“两房”，引发港股走高，A股同样无动于衷。市场弱势程度由此可见一斑。不过，市场的加速下跌将导致超跌情形的发生，未来或将引发强烈的反弹。投资者下午可关注2150点的支撑。
兴业证券认为，短期博弈跌深反弹仍需谨慎，依然要以确定性为主导，关注"66分红组合"；中长期，基于估值水平趋于合理，加上对调控政策的乐观预期，价值投资机会和结构性博弈的机会也随之增多。对于周期性，关注宏观调控的放松或者内需启动的受益行业；非周期性行业一旦回调过度，可以逢低买入。中长期布局A股的时机已渐渐来临，关键词是有质量的成长，关注"51成长组合"。
申银万国认为，两市大盘延续震荡下跌趋势，成交量继续萎缩，表明仅仅是存量资金在运作，市场呈现惯性下跌，中期向下趋势依然不变，建议继续保持谨慎，多看少动，控制仓位。而益邦投资则表示，大盘在利好的氛围里依然大幅下跌，可以想象若未来的国际股市出现下跌，大盘很可能将一泻千里，这是投资者信心崩盘的信号。

昨天（9月7日）凌晨1点左右，从马家营出来，的哥桂师傅收到了朋友的电话称：北站隧道口有一辆宝马车撞倒了一个人，请小心行驶！路过北站隧道口时，桂师傅小心看了看周围，没有发现任何异常，桂师傅慢悠悠地开着车行驶在北京路上。

车行至邮电大楼门口时，一辆白色的宝马车从桂师傅的出租车后急速超车驶过，他打开远观灯时心里一阵发凉——“前面的车底下好像有东西，不会就是……”一个念头从桂师傅的脑海中闪过，他开着远观灯继续跟随其后仔细观察，来到市公安局门口。
“有一双脚从车底下露出来，我看准了的确是一双脚，就立刻打电话报警”。之后宝马车行至后新街时车底抛出一个人，然而车并没有停下来的意思，桂师傅立即和其他的哥、私家车司机进行围追堵截，最终将宝马车逼停。

从发现宝马车底下有人的那一刻起，桂师傅就决定跟上这辆车，把事情搞个明白。
宝马车来到北京路向塘子巷右转，驶往巡津街，再驶进后新街，桂师傅一路紧追不舍。宝马车行至后新街中段时，挂在车底的人突然被抛出来，而宝马车并没有停下。窄窄的后新街上，宝马车的异常情况引起了周围车辆的注意。
驾驶着私家车行驶在宝马车前方的陈先生也试图拦截，“看见车底抛出一个人来，我和后面跟来的出租车司机都朝着宝马车大声喊道：‘你的车撞到人了！’”听闻叫声，宝马车终于减速慢行，陈先生和桂师傅都以为宝马车要停下来了，但还没等他们反应过来，宝马车突然加速行驶，往书林街方向开去。
陈先生随后也加入了追踪队伍。宝马车行至后新街和书林街交叉路口时，突然一个左转，来不及反应的陈先生右转驶去，桂师傅驾着出租车从后面继续跟上。宝马车在书林街行驶没多远，再一次右转，开到了敬德巷。眼见情形不对，另一位的哥刘师傅也加入了追踪队伍。
宝马车继续往前开，来到敬德巷和东寺街交叉口，宝马车又一个左转，桂师傅见机立刻超上前，逼停宝马车，刘师傅则把车堵截在宝马车后。
凌晨1点半左右，这辆“左冲右突”的宝马车才停下了步伐。“车上下来的是一个女的，穿着裙子，披肩卷发，三四十岁的样子，她也没对我们说什么。”刘师傅描述着当时的场景。
悲惨：拖行距离约5公里

昨天凌晨1点50分左右，记者赶到后新街。后新街中段大约50米的距离已经被封锁，两辆警车横停着。在两辆警车中间，遇难者的遗体仰躺着横在路中央，他的脑门部位一片血红，头部旁边地上有大摊血迹，上半身大部分裸露着，下半身外裤已被撕裂。据估算，之前他被拖行了约5公里。“遇难者是一名男性。”现场一片区巡逻员说。
凌晨2点10分左右，在不远处的东寺街，也有警车对这一路段实行封锁。停在敬德巷和东寺街交叉口的一辆警车后座中央，端坐着一名体形稍胖的中年妇女，身旁两侧坐有警察。不久后，警车载着这名中年妇女离开。刘师傅查看了本报摄影记者所拍照片后，确认该妇女即是从宝马车上下来的人。在东寺街上，这辆车牌号为云ADZ181白色的宝马车车头朝向环城南路方向，斜着停放在路中间。
昨天凌晨3点左右，虽离事发已过了两个多小时，在北站隧道北京路与环城北路交叉口，地上大片的血迹依然明显可见：血迹从北站隧道交叉口处开始明晰，一直延伸到北京路南向，血迹在红绿灯旁的公交车站台旁变成粗条，然后逐渐变细。
撞击时当场身亡？拖行过程中死亡？
交警部门介入调查
记者随后了解到，西山公安分局金碧派出所经过初步审查后，已于昨日凌晨将此案移交给肇事地点所属的市公安局交警六大队事故中队重案组进一步查办。
据相关部门答复：昨日凌晨1点左右，北京路与环城路交叉口附近确实发生了一起轿车撞倒行人的交通事故，能确定的是，肇事车就是牌号为“云ADZ181”的宝马轿车。
经查，该车车主是一名47岁的女子，姓浦，昆明市盘龙区人。虽然肇事者和车主均为女性，且年龄相差无几，但她们是否为同一人，暂时还无从证实。
另据知情人士透露，宝马轿车在事故中好像一共撞到了2名行人，但目前不仅对伤者的信息一无所知，死者身份也暂时无从知晓。
交警部门表示，根据随后的法医鉴定结果，此案将可能出现两种结论：如果死者是在被车撞击时就当场身亡，那肇事者涉嫌的是交通肇事逃逸。但如果死者是随后在被车拖行的过程中死亡，肇事者将涉嫌的罪名就是故意伤害致死

上半年我国城镇居民人均可支配收入达8065元

新华网北京9月7日电 题：我国着力增加就业机会 增加城乡居民收入

今年以来，我国努力克服多种重大自然灾害与困难，努力扩大就业，增加居民收入，进一步完善社会保障，改善城乡居民生活质量。
就业岗位和城乡居民收入继续增加
今年前7个月，我国城镇新增就业756万人，完成全年目标任务的76％；下岗失业人员再就业 308万人，完成全年目标任务的62％；其中困难人员再就业92万人，完成全年目标任务的92％。截至6月底，城镇登记失业人员835万人，城镇登记失业率4％。农村外出务工人员达13540万人，同比增加743万人，增长5．8％。
今年上半年，城镇居民人均可支配收入达到8065元，实际增长6．3％；农村居民人均现金收入达到2528元，实际增长10．3％。城乡居民生活质量也不断提高。
同期，城镇参加基本养老、基本医疗、失业、工伤和生育保险的人数分别为21029万人、24907万人、12010万人、13025万人和8452万人，比上年底分别增长982万人、2596万人、365万人、852万人、677万人。
全国城市、农村最低生活保障人数分别为2267．7万人和3749．9万人。农村低保正向“应保尽保”迈进。截至3月底，新型农村合作医疗覆盖率达到91．05％，提前完成“十一五”规划目标（覆盖率达到80％以上）。
宏观调控与扩大就业政策紧密结合
为保障就业，国家颁布和实施了《就业促进法》《劳动合同法》等法律，把扩大就业放在经济社会发展更加突出的位置，把规范劳资关系作为构建和谐社会的重要内容。
为促进就业，国务院专门就做好促进就业工作发出通知，继续把增加就业规模和控制失业率作为宏观调控的重要目标纳入国民经济和社会发展规划，使宏观调控与扩大就业紧密结合起来，采取了一系列促进就业的政策和措施。
为扩大就业，国家积极调整经济结构，落实促进服务业发展的政策措施，积极发展具有比较优势和市场需求的劳动密集型产业，扶持中小企业，鼓励、引导非公有制经济发展，促进就业增长。例如，统筹城乡就业，加大对农村基础设施的投入力度，大力发展县域经济，加强小城镇建设，引导农村劳动力外出和就地就近转移就业。
各地政府还大力开展就业援助，将因灾就业困难人员及时纳入就业援助范围，优先保证零就业家庭至少一人就业，积极实施地震灾区毕业生援助行动；大力开发公益性岗位，对失业人员创业和灵活就业人员等给予适当补贴和信贷支持。
有关地区和部门还通过实施“高校毕业生到村任职”“大学生志愿服务西部计划”等项目，开展服务外包人才招聘等专项活动，努力拓宽高校毕业生就业渠道。
努力帮助城乡低收入群体增加收入
今年以来，为继续加大对农民增收的政策扶持力度，党中央、国务院下发了《关于切实加强农业基础建设进一步促进农业发展农民增收的若干意见》，明确提出要坚持把解决好“三农”问题作为全党工作的重中之重，强调要按照“多予少取放活”的方针，进一步加大支农强农政策力度。
2008年，中央财政用于“三农”的支出达到5956亿元，同比增长38％。其中，对农民的补贴增加到了1028．6亿元，同比增长100％，补贴范围继续扩大；分两次将稻谷最低收购价提高9％—10％、小麦最低收购价格提高4％－7％。
政府不断加强对职工工资的宏观调节力度。今年年初，有关部门开始实施“彩虹计划”，着力推进工资集体协商工作；同时，加大最低工资标准调整力度，今年以来已有18个地区调整执行了新的最低工资标准，16个地区公布了新的工资指导线方案，引导企业职工工资合理增长。受此影响，上半年城镇单位就业人员平均劳动报酬同比增长18％。
为进一步提高收入分配的税收调节力度，今年3月1日，我国将个人所得税工薪所得费用扣除标准由1600元提高到2000元，中低收入者的税收负担进一步减轻。自今年9月起，将进一步调整消费税税目税率，将1升以下排量的汽车消费税税率降到1％，并提高了大排量汽车消费税。
增加补贴保障群众基本生活
国家对今年年初遭受雨雪冰冻灾害较重的7省（区）的低保对象和汶川地震灾区困难群众及“三孤”人员分别实施三个月的临时补助，保障受灾群众的基本生活；确保灾区参保人员各项社会保险待遇按时足额发放，落实伤亡职工的工伤保险待遇和受伤人员的医疗保障待遇，扩大失业保险支出范围。
今年，政府进一步加大对城乡低收入群众的补贴力度。为缓解今年以来基本生活消费品价格上涨对城乡低收入人群基本生活的影响，在继续执行2007年临时物价补助政策的基础上，国家分别在1月和6月两次提高城乡低保对象的补助标准，并对生活特别困难的城市低保边缘家庭给予临时救助。
企业退休人员基本养老金由调整前的714元增长到2007年的963元，今后还将再连续调整，并进一步提高调整幅度。
随着农村最低生活保障制度的出台，城乡居民基本生活最后一道保障网编织成形。在农村已有3700多万贫困居民纳入了最低生活保障；在城市相对稳定地保障了2200多万贫困人口的基本生活，并根据物价变化先后三次提高保障水平。
